Mrs. Liubou Kavaliova, the mother of Uladzislau Kavaliou executed in March 2012, received a communication from the Office of the High Commissioner for Human Rights saying that the UN officials are expecting information from the Belarusian government on measures taken to implement the Human Rights Committee’s decision in her son’s case. The information should be submitted by July 3, 2013.

Belarus, as ordered by the UN Human Rights Committee, should admit that Uladzislau Kavaliou’s rights to life and defense were violated, as well as presumption of innocence, the right to a fair trial and judicial review.

Human rights defender Raman Kisliak, who has been assisting Mrs. Kavaliova in communicating with the UN Human Rights Committee, hopes Belarus will this time take a step in the right direction and come back to adhering to its obligations under the International Covenant on Civil and Political Rights, in particular by publishing the Committee’s decision and taking measures to prevent similar violations in the future.
